With the development of economy and urbanization, the amount of vehicles in urban areas and the demand of traffic capacity are increasing rapidly. Especially, in some big cities, such as Beijing and Shanghai, the traffic jam often happens. Because of this situation, journey time is extendes, resources are wasted, and the mount of the traffic accident is growing rapidly. The development of economy is impacted enormously by the traffic jam. ITS (Intelligent Transportation System) is an advanced technology, which bases on advanced information technology, computer technology, digital communications technology, sensor technology, electro-control technology, auto-control theory, operational research, and artificial intelligence, and so on. ITS is a Real-time, exact, efficient traffic system, which founds a districted, balanceable, bring into all-around play urban road net. The urban traffic flow's guidance system can balance the traffic flow of whole urban road net by Real-timely, exactly, efficiently guide. This system is an important kernel technology of ITS, which is an important content and a developing way of modern transportation.This paper sums up a set of scientific, rational and efficient method which can resolve the problem of urban traffic jam. This paper can is used in urban transportation planning and management. Firstly, this paper introduces the method about the traffic data collection and the technique of the processing and the simulation of the traffic data. Secondly, it brings forward five sets of system function modules, the forward two modules are related to the traffic data collection, which are about to get the digital traffic map of Wuhan, to get the OD by many ways. The last three modules are related to the traffic data processing and the data simulation, which are about to get the demand of traffic flow and the methods of traffic demand forecast, to get the method of the best path, to get the simulation of the shortest path, to get the simulation of the shortest path with limited traffic flow, to get the simulation of the multi-path, to get the simulation of the multi-path with limited traffic flow. Based on the contents of the above, a software which be used in the urban transportation system is designed.
