With the development of electricity and electric power industry , the power quality become more and more important. It is very constructive to get power quality parameter in time.In this paper, we study the power quality parameter arithmetic in difference and research tune wave measure in particular. We give a new method based on transform of the Shannon wavelet packet Interpolation in frequency domain. It has good effect by simulation. It can find high frequency in tune wave and hypo- tune wave disturb exactly. On the same time, we design a new power quality detection system. The system is composed by measure module,interface module,PC module and remote control module. The system can work either in locale model or remote control model. In measure module, we use chip ADE7758 made by ADI. Using C51 to collect power data. In communication module, we use USB1.1and RS422,RS232 interface tech to guarantee real time communication. In PC module, we use VB and MATALAB to realize power quality measure,and build ACCESS database to manage power quality data. In remote control module, we designed Ethernet interface based on TCP/IP protocol .The remote control platform is build by VBscrip and HTML language ,It realize the remote control of the power quality parameter detection sysytem.The new system has strong data manage ability, It can manage the database easily. It also can be improved easily and get deal with human friendly. Especially it improve tune wave detection and can realize remote control. So it is suitable to domestic market. It is sure to be applied widely.
