Presently the economy is developing rapidly and the energy is also gradually hard up in our country. Therefore, the application of the renewable energy had been put the important place by government. The solar energy is a kind of cleanness, friendly, reborn and low density energy and has the vast application likelihood in building. With the increase of the living level of people, the construction of well-to-do society and the request of construction of the socialistic new village, people need more and more hot water in building. The usage of the hot water has become the marking of the living level and social civilization. Hot water supply are already being prevalence in the residence of the flourishing region in our country and the energy consume of the hot water has been 15-20% of the total building energy consume in some regions. The living hot water produced by the solar energy has the absolute advantage because it matches the principle of the energy ratings usage. Currently the industry of solar heater has already come into being and the biggest solar heater market in world has been conceived in our country. It has important impact on energy saving in building. And that it is the key of the application of solar energy whether the quality that solar collectors-the solar energy core parts is good or so. Further strengthening the supervision of the quantity of solar collectors and the management of solar heater market has become the urgent matter of the moment.However, there is a big gap of the test level of solar collectors between our country and the world. The good and bad are intermingled in our solar collectors market and the supervision of market is not enough. The regulations of testing solar collectors according to the national standard and excellence winning have not been established in our country.
