The small town developed rapidly in the past ten years. Nevertheless, under the surface of the heatedly city building, there is a severely absence of theory and distortion of view. Mainly, it may fall into two categories: the space form building being not reasonable, the space system being not whole. With the structure skeleton extending, the substance behind the phenomena is the old structure of city disorganizing and the new structure of city forming. It is a real chance that public space system realizes its macroscopic and strategic function in the whole city. Meanwhile, constructing perfect public space system by organizing inner element becomes a microscopic proposition. In the other word, on the present condition it is essential to control public space system from macroscope to microscope, from whole to part, from outside to inside.Integrated Rong County whole city planning, in my article, public space system building is classified into several procedures: project decision-making, planning and design, building and implementing, running and managing. Thereby, the logical thinking of my dissertation is: analyzing the basic character and developing motivity of small town public space system, making out corresponding aim and strategy of public space building, to provide the base for project decision-making, making a research about planning and design of public space system, finding out some measure in favor of implementing and managing public space system.What's more, the strategy research of public space is also quite important. On the one hand, some of proposals about stratagem are given: adjusting public space system into new situation adequately availing itself of small town expanding motivity, Promoting the systematization building of public space by grasping the regulation of market-oriented economy, controlling the dynamic process of public space building. On the other hand, some of concrete suggests about measure are put forward: positively establishing the open society belonging to citizen, strengthening the mutual contact between public space building and economy developing, boosting the systematization establishing of public space. These efforts not only provide correct idea, but also figure out the direction to perfect public space system.Obviously, the chapter on planning and design is the emphasis of thesis.
