With the development of the society and the strengthen of the economy. People have a higher requirement about the environment of the leisure, the amusement, and the shopping. The construction and development of the city public space must be an inexorable trend. Especially the large public squares, commercial walking districts have risen exuberantly. But as all kinds of reasons, all these projects have some problems in decision, long-term program, design, construction, administration and so on. The outstanding problem is that the development of the city public space is short of a plan-building construction mechanism which is regular and systematic. How to make full use of the city public space, which has been a focal point of the governments at different levels. The topic takes Yangjiaping business walking quarter as an example, adopts some systematic research ways to study the external system and inside structure ( including decision, design, enforcement and operation) of the city public space, even it takes the achievements in scientific research into practice, of course it's of momentous current significance.The research of the topic shows the construction of the city public space is a very complex process, to hold the process, we can't analyse the phenomenon on the surface, but set up a systematic structure from outside to inside for researching. We should build a reasonable mechanism, make a countermeasure to realize the systematic construction in three ways-----strategic decision, design and administration, enforcement and construction. If we do like this, we will improve the environment of our living, promote economic development, culture and ideological progress.
