With the rapid development of civil aviation and the special situation of our country's airspace, there come to be some congestions of air traffic in some airspace. In this paper the author researched the flight schedule optimization method based on conflicts detecting from the point view of air traffic management. The author is mainly about the model and arithmetic of Airline Schedule Optimization Problem. At first, the author introduced the general development of Air Traffic Management, described and analyzed the single airport ground-holding model and multi-airport ground-holding model systematically and detailed discussed the relevant algorithms. Secondly, the author introduced the theory of conflicts detecting and the conflicts detecting algorithm which based on the theory. Then according the factual situation of our air traffic the author predigest the flight schedule optimization method and increased the stability and the reliability of the system obviously. Finally, flight schedule optimization and overtime flight schedule management system was developed based on the work on the arithmetic described before, which made it more suitable for dealing with the unscheduled-flight timetable problem.
