In 1979, WTO (World Tourism Organization) made a worldwide tourism survey and published the first global report about tourism exploitation. In this survey, the number of the cases of worldwide tourism exploitation reaches 1655, among which there are 184 local programming, 180 national programming, 266 district programming, 42 sectional ones and 599 for specific scenic sights.Although the survey mentioned above was made 20 years ago, it also benefits us by helping us to understand the opportunities and challenges confronted with worldwide tourism exploitation. The reason is that many problems which were put forward 20 years ago haven't yet been perfectly resolved today. According to the survey, we can see the hope of tourist sections to make tourism programming, but finally only 55.5% of the programming plans have been carried out. There is a deep gap between the making and practicing of tourism programming. Programming plans cannot be completely carried out or even not carried out at all. All this give rise to the blindness and infeasibility of tourism programming. It follows therefore it is necessary to make innovative research about the tourism programming in small towns.On one hand, as an important subject in tourism programming project, the tourism programming in small towns bear the responsibility of improving the domestic poverty and strengthening international tourism cooperation. On the other hand, as the 21st century is approaching, all the countries and cities must notice that economic benefit is not enough to satisfy the need of people who also need innovative culture and cultivation of high quality. Thus, we should well prepare for this coming period. On the basis of the successful domestic and overseas experience, as well as the investigations of author, this thesis put forward the idea of adding recuperation and medical treatment to tourism.Tourism programming is a dynamic process. It requires the programming staff to pay close attention to the market pulse, to receive the feedback and adjust the programming content constantly and creatively. The content of tourism programming includes many aspects, each of which has its particular function and position in the practice.The innovation and research of the tourism features in small towns is done on the basis of studying the characteristics of small towns, the nature of tourism, of analyzing the eco-landscape and it also done on the basis of an analysis of tourism physiognomy data resource model. And this discussion is done with a view to resolve the exotic phenomenon in the development of tourism. The combination of tourism in small towns and recuperation not only serves as a resolution to the old age problem facing our country, but also serves as a way of appreciating the real meaning of tour from the tourists' point of view.
