Soil cement has been used in the engineering of water-proof wall more and more widely, but there is no testing standard on testing of anti-permeability, and there is no research on quantitative relation between permeability coefficient of soil cement and content of cement. In this paper, the main question to be solved is the method of permeability testing of soil cement, and finding the quantitative relation between permeability coefficient and cement content, and the relation between permeability of enforcement soil cement and fiber.Through the study on the permeability testing of soil cement and reinforcement soil cement and analysis on the results, the following conclusions can be gotten:First, permeability testing of soil-cement can be well done in accordance with the test of clay, and olefin can be used to seal the sample, and the effect of sample sealed satisfies the testing.Second, permeability coefficient is smaller than that of original silt clay, when the cement content is 17%, permeability coefficient is 10 times less than that of original silt clay.Third, permeability coefficient of soil cement is decreasing with the content of cement.Fourth, permeability coefficient of soil cement is decreasing with age, but the damping is impaired with the increase of cement.Fifth, permeability coefficient is increasing with the content of fiber obviously.
