At present, the city water supply system (WSS) is becoming much larger and more complicated as a result of development of society, high population grow and improvement of living standards. The conventional empirical dispatching method is based on operational security and reliability of the water supply system and ignores the economic returns and the social benefits, which consequently make much loss in the energy using. So the conventional dispatching method doesn't meet the requirement of the modern urban development. Establishing an optimal dispatching system based on the actual condition of a city is becoming one of the critical issues in the field of water supply industry. Based on the water supply system of Zhangzhou City, Fujian Province, the main focus of the paper is the model and algorithm on city water supply optimal dispatching system, which the method of optimization is genetic algorithm (GA). The innovation of the paper is listed below.1. Set up a two-steps optimal model based on water supply system of Zhangzhou city. The first step is to find the work status of water plant and the second step is to control pumping station.2. According to the historical data on water supply amount the paper brings forward the two-steps optimal model of Zhangzhou city. The solution based on genetic algorithms is then proposed. In addition, a sine penalty is applied when a limitation is violated.3. Based the theory of optimization of WSS, Economic common software for water supply system is designed, which is the complement and application for the theory.
