In the urban traffic network ,intersection of the urban traffic network is the "bottleneck"of the whole traffic network's capacity .It is considered that it contributes much to the traffic accidents.Others stress the obvious role it plays in not only the severe delay time ,much traffic accidents and tardy flow but also the whole urban pollution. Mixed traffic ,what is city of our traffic obvious feature the pedestrian traffic in which flow with other traffics between serious disturb is again the baffling problem in traffic management and control. So we should consider not only vehicles but also pedestrian. It conduces to the reduction of person-car conflict. This is also the purpose of this paper. On the basis of study on the traffic control at intersection in the world, the thesis points out the absence of current traffic control projects and emphasizes the importance of study of traffic control project which is adapt to China.; describe pedestrian and vehicle basic law which has established theoretical foundation for pedestrian traffic contro at intersection. Aiming at the person-car conflict, the thesis analyses the reasons and suggests a better control project, finally validates the efficience of the new control project with microsoft traffic simulation at intersection. Seldomly thinking of pedestrian and non-vehicle on other studies, the thesis considers both of them and suggests a new improved traffic control project from two different angles. On matching signal time,non-vehicle is considered and converted into vehicle, then it is more adapt to China; Special pedestrian signal is designed which separates pedestrian from vehicles by time, reduces pedestrian traffic influence, raising pedestrian passes the reasonable suggestion .
