Because of it's strong analysis function, GIS has been widely used in every field, Flood Submerging Calculating and Assessing System is a applied system based on GIS, it can calculate flood submerging range and assess the disaster damage, provide reference material for water conservancy department and government of every level, it can efficiently reduce the disaster damage and provide the reliable reference for damage compensation and a series of other works after disaster.Based on deeply researching on development of system present situation, this paper point out the problem and deficiency of system today. To the problem of true range of submerging, this paper differentiate " source-flood" and "none-source flood". To the problem of difficult in combination of calculating method based on DEM and the mature assessment model, this paper uses square grid analysis method as a bridge. using this method, this paper analyze the connectivity of submerging. In the end ,this paper apply this method in the Hunan Lenshui Beach Area Flood Submerging Calculating and Assessing System, discuss the data organization in system, the design of system and the realization of system.The prominence of this paper lies in:(1) Differentiating the submerging in "source-flood" and "none-source flood", achieving the connectivity of submerging and calculating using the square grid analysis method.(2) Achieving the cohesive combination between calculating model and mature assessing model in Flood Submerging Calculating and Assessing System.(3) Discussing the submerging assessing saturate, presenting the concrete method for acquiring submerging damage data in overlaying analysis problem based on Mapinfo.
