Freeway has become the indispensable transportation passage for the economiccirculation of the country with big transportation capacity and high efficiencybecause of the outstanding predominance which is high speed, high efficiency,safety and comfort. It's the inevitable result with the development of societyeconomy, and it's developed with the development of automobile industry andgovernment, economy and military affairs of the whole society.Up to now, 250,000 kilometers freeway have been build by more than 80 countriesall over the world. The freeway in our country begins late, but develops fleetly. Bythe end of 2005 the total mileage of freeway in our country had reached 350,000kilometers ranking the second in the world.Jilin province is situated in the field of middle latitude on the Northern Hemisphere,and on the east of Eurasia. Seven freeways have been build since that the freewayof Changchun to Siping had been used in 1996. The total mileage has reached 547kilometers. The freeway meshwork with the center of Changchun has formed byand large.The development of freeway in Jilin province has acquired great success, whichproduces great economic and social benefits and has a distinct improvement inservice level, and at the same time the demand of using information in trafficmanagement is becoming higher and higher. In modern times of information, thesurveillance and reasonable dispatch to vehicle of freeway is an important practicalproblem and a key factor to accelerate social production and people's lives. On onehand the locations of vehicle are needed to report to the center, and on the otherhand the center needs to inquire about the locations of vehicle so that to direct anddispatch vehicle or to deal with the unexpected affairs.But the information management level of freeway in Jilin province in present, andthe means of surveillance to vehicle is lack so that it's hard to dispatch the vehiclefleetly when emergency happens. Therefore it's necessary to set up a dynamicmonitoring and controlling system for vehicle with GPS of Freeway in Jilinprovince.Through the research for the development of monitoring and controlling system forvehicle in and abroad, the dissertation puts forward a whole truss of the dynamicmonitoring and controlling system for vehicle with GPS which is fit for theinformation management level of freeway in Jilin province. The function of everyparts of the system is expatiated on and the work principle is analyzed in detail.The realization of the dynamic monitoring and controlling system for vehicle withGPS of Freeway needs good technique to be ensured. Through the research for thetechnique of coordinate conversion, the dissertation solves the problem that is theoriginal coordinate conversion of the digital map data and the coordinate formatconversion of the GPS data transferred form the terminal on vehicle. At last theformat between the digital map data and the GPS data is unified. Map matching is agood means to reduce the warp between the location of vehicle and the actualfreeway. Through the deep research for the arithmetic of map matching, thedissertation puts forward a kind of arithmetic of map matching, which is basedupon the mechanism of map index. The dissertation designs the arithmetic andpresents the detailed matching rules according to the difference between freewayand general urban roads. The principle of this arithmetic is simple, and theoperation is convenient. The arithmetic can reduce the influence to the effect ofmap matching because of the locating error so that it can improves the performanceof the dynamic monitoring and controlling system for vehicle with GPS. Thetechnique of coordinate conversion and the arithmetic of map matching ensure theaccuracy of vehicle locating.The technique of data transmission is the ensurence for the stability of the dynamicmonitoring and controlling system for vehicle with GPS. The dissertation analyzesthe transmitting flow of the data between the terminal on vehicle and the surveillantcenter and does research for the technique of data storage, database accessing anddata security in the flow of data transmission. Otherwise the database of thesurveillant center is designed and an idiographic data package is parsed accordingto the communications protocol.At last through integration of the advance techniques that are GPS, GIS and GPRSand so on, the dissertation designs and empolders the terminal system formonitoring and controlling vehicle with GPS, on the base of the study about thetechnique of dynamic monitoring and controlling for vehicle with GPS of freeway.The terminal system for monitoring and controlling vehicle with GPS of freeway,which is based on the quick action, is a high-tech system which integrates thetechniques of secondary planet locating, wireless communication, geographicalinformation and computer. The system establishes a kind of communication meansof information between vehicle and supervisor, which is exact, quick, intuitionisticand effective. It makes that the supervisor can command the real-time informationof arrangement and moving route of existing vehicle so that the supervisor canaccomplish the assignment of commanding and attemperring fleetly. The systemenriches the management means of freeway, improves the action speed of suddenaffairs on freeway, quickens the digitalization and scientification course of vehiclemanagement of freeway in Jilin province.
