With the promotion of the urbanization and the process of integration of outskirts,appropriate water surface ratio is not only the need of municipal pipe network function of bearing and letting out waterlogging, the more important thing is that we should consider it's functions of regulating the local conditions,slowing down the urban tropical island effect, improving human residential environment and it's comprehensive ecological environment effects in cityscape constructions, but there aren't concrete definition and exposition for the reasonable water surface ratio in the domestic and international at present. The researches of water surface ratio and relevant fields concentrate on preventing flood and letting out waterlogging mainly. The study of the quantitative computing methods of water areas in improving and building the good human residentials environment are still very deficient. There aren't unified computing technologies and standards. So, making the clear and operable index system of the water surface ratio and studying urban water surface ratio especialy relating with human residential environment in plain river network areas have important realistic meaning.This text reviewed and summarized the domestic and international relevant researches of the water surface ratio.lt also analysed the problems which existed in the urban water areas planning and constructions and probed into the relation of the urban water areas and urban human residential environment. Furthermore, ecosystem service functions and economic worth of the urban water areas were summarized and assessed. Based on the above works, the scientific meanings of the reasonable water surface ratio were defined.In terms of constructions of urban human residential environment, proceeding from the water areas view recreation function in residential areas and making use of analytical methods of the data inquisition and mathematicses, the thesis did statistical analysis of human residential environment especially the demand states of the water areas (water view).It also studied the influence factors of the price of the real estate in the construction of residential areas and established models of water surface ratio and unit area development item income and cost by using the statistics research analytical methods;In terms of maintenance of urban human residentials environment, proceeding from the water areas function of bearing and letting out waterlogging and according to current standards of bearing and letting out waterlogging, the paper studied the method of confirming the reasonable water surface ratio and set up the mathematics models. On the basis of the analysis of regulating and storing ability of the river network and the river structure, the research prospect was proposed;In terms of improvement of urban human residentials environment, proceeding from the water areas function of environmental local conditions effects, the paper studied the regulating action to the urban temperature of water areas and carried on quantitative analysis of the water areas effects of heat collecton and heat source and established the calculating model of the water surface ratio and urban temperature by using the isolated variable method;Through the above researches , the thesis provided the certain theoriesfor the programing ^ construting and protecting of urban water areas.The thesis applied West Lake district, Hangzhou city with the water surface ratio unit area development item income and cost models and carried on the discussion of the water surface ratio of West Lake district through an analysis of profits of development of real estate. Furthermore, it established the model of the water surface ratio and the development item gross profits of unit area.The results showed that the numerical value 7% of the water surface ratio was close to the programming ratio in West Lake district;With simulant computing by Mike 11, it applied the method of confirming the reasonable water surface ratio, mathematics models in Zhenhai district of Ningbo and different water surface ratios which according to different standards of bearing and letting out waterlogging were caculated out;In the end, it applied the calculating model of the water surface ratio and urban temperature in Zhenhai districtThe results indicated,while considering the effect of the heat collection of the water areas mainly, the water surface ratio was raised by 1% each time , the urban temperature could drop by 0.3 7 °C.Synthesizing the above researches indicated: In terms of construction> maintenance and improvement of urban human residentials environment, proceeding from the water areas functions of view recreation > preventing flood and letting out waterlogging and environmental local conditions effects, the studies on the reasonable water surface ratio were feasible and actualized.Furtherly, this paper prospected the researches of the water surface ratio of urban human residential environment in the future. In order to perfect the index system of the water surface ratios, it pointed out that we should analyse these water surface ratios corresponding with functions of water resources utilization, water environment improvement and study cities and villages of other areas such as hillock districts, plateau districts, etc. Finally, it put forward new meotheods such as the direct addition method, the weighted mark method and the factors combining method.The factors of various kinds of functions of the water areas, hydrology, geography, topography, geology, land, biology, humanity of the city, etc were considered in these methods.
