This paper studied mainly on water rate theory and measurement systems of water consumption for urban residents. The disscussion in water rate reformation was also involved.In the first part, the characters of water rate systems were summarized, and the shortages of water rate systems were analyzed. By introducing the various water rate systems abroad and domestic, this paper stated the main characters for the successful water rate reformation, and put forward the main directions for domestic actions.Furthermore, several main methods of determining water rate in urban water supply were summarized and their characters were analyzed respectively. Moreover, full-cost rate structure was suggested to achieve a sustainable development. The principle of water rate, which could be classified to resource rate, engineering rate and environment rate according to its attribute, was discussed in detail.On the other hand, an idiographic rate research was done with increasing measurement reformation of water consumption for domestic urban residents. Considering the characters of water rate structure and implementing target, the method by ascertaining consumptions and rate in every stage was developed for saving water, reducing cost, and sustainable development of water resource. Also, completing one meter measurement system for one user and charging water rate for the user was emphasized.In the case study about the water rate reformation in Shanghai, the feasibility of water rate reformation was analyzed, and the method of constructing the water demand function of urban household. Cost-benefit analysis technique and the policy of increasing water rate were applied in practice. Meanwhile, impartiality of this method for the users with different earnings was analyzed.The conclusions in this paper could be valuable references for domestic departments concerned.
