Wide Area Measurement System (WAMS) based on synchronous phasormeasurement and communication network is one of the three major new front subjects(flexible AC transmission technology, intelligent control and wide area measurement)in power system,and provides an advanced and possible information platform forpower system, which is very important for power grid's development to real-timesupervisor control in wide area.A new Phasor Measurement Unit (PMU) mainly composed of DSP and ARM isdesigned in this paper. It makes use of DSP with rapid calculating capability andARM with multi-interface fully. Besides, μC/OS-Ⅱ and TCP/IP protocol stack aretransplanted to ARM so that the PMU has the capability of multitasking andcommunicating with the Ethernet directly.To realize the reliable communication between the PMU and the data servers inmonitoring substations,Socket technology and answering communication agreementare adopted. Besides, using the distributed Component Object Model technology, acommon and expandable interface is designed for data servers in monitoringsubstations, and the interface provides the good servicing for the local monitoring andcontrolling system and other online analysis systems.Analyzing and comparing the advantages and disadvantages of SDH and ATM, theATM over SDH is chose as the network communication mode to meet the demands ofWAMS' real-time communication. At last, adopting the genetic algorithm, areasonable ring frame for optical fibre network is designed.
