Performance-based seismic design method is the mainstream in the 21th century. Passive energy dissipated structures have advantages in realizing the multilevel-to-multilayer seismic thought by setting and adjusting dissipation devices. Thereby, it is practical significance for performance-based seismic design method being applied to passive energy dissipated structures. Thus, main works in this paper are as follows:Basic principles of performance-based seismic design for passive energy dissipated steel structures were established based on domestic and overseas achievements. Performance levels were divided and limited values for interstory drift angles of each performance level were appointed combining Chinese present codes, besides, three grades of performance objectives were established. Owner is advised to select appropriate performance objective to seismic design according to purpose and importance of the building.The established methods for capacity spectrum and demand spectrum in capacity spectrum method were mended respectively by using an equivalent mode considering high-order mode and calculation formula of equivalent damping ratio proposed in this paper. Passive energy dissipated steel structure based-performance seismic design method was reified in terms of post-mend capacity spectrum method and performance-based design flow process based on capacity spectrum method for passive energy dissipated steel structures was established according to different energy dissipation devices.The method proposed in this paper as well as time history analysis method were both used to an six-story passive energy dissipated steel structure, which validated the reliability of the proposed method and obtained some significant conclusions.
