There are so many kinds of ships on Three-Gorges Dam and these ships arrive randomly.To obtain the better sail conditions, enhance its passing-through capabilities and make shipping's passing convenient, expedite and in order. it is necessary to set up The Three-gorges Permanent Ship Lock Decision System.the key of this paper is algorithm study of ships dispatch. The problem is not only a restricted loading problem but also a NP-totality problem essentially. After checking the fact,the structure of the task builds up the mathematical model to solve this problem. To solve this problem, the Best-Fit algorithm with weight based on classical Best-Fit algorithm is provided after considering all kinds of conditions and find out the better value function to solve the contradiction between room area utilization and ships'priority effectively,this study selected the number of ships which passed through Three-Gorges and Gezhou Dam in one day, and used matlab to simulate dispatching arrangement. The results indicated that through two dams'united dispatching, shipping's waiting time shortened obviously, the use ratio of lock was raised to some extent, and the shipping density in channel was appropriate. In one word, such design had quite good effect on the united dispatching. Lastly,in order to fulfil the need of Three-Gorges Dam, the paper emphasis on feasibility of Three-Gorges Dam on-time dispatch system and prove that the usage of the system have huge advantages in theory. The content about Three-Gorges Dam on-time dispatch system is the next study aim in future.
