The hydrological simulation of river basin is a new technique that has been developed for decades; its mathematical model is founded according to generating hydrological process in river basin, then fulfilling the total simulation process by computer. Initially the development of hydrological model of river basin in our country, was testing, improving some foreign models, and then applying to our certain similar region. Because lack of hydrological data universally, and these models are not all-function or ideal as their inventers had predicted, that made their application got restricts. The semiarid & semi-humid region is 52% of our country land, so it is very important that further studying hydrological regimen of it. In the semiarid & semi-humid region, economy is still relatively lag, the requirement of water is increasing with the development of national economy, this willfurther aggravate the contradiction of supply-requirement. On the other hand, because the short-term storm intensity is great, so there occur big flood frequently in the semiarid & semi-humid region. Consequently, in order to speed up development of our country society and economy, it is highly indispensable to vigorously study the hydrological forecasting system of river basin.This paper studies hydrological peculiarity in the semiarid & semi-humid region and consider the main factors which influences runoff yield, according to actuality and existent questions of our country flood forecasting and the development of new technique, specific research as following: 1.Sufficiently collecting coherent data, settling and analyzing historical data. 2. Studying main flood forecasting models, according to actual situation of the semiarid & semi-humid region, exploiting the software system of hydrological forecasting, completing the exploitation and combination of different flood forecasting models, which can make it become an important ingredient of the synthetical automation system of hydrological forecasting and reservoir scheduling. 3. Using historical data to test software system and analyze the reason ofsystem error. 4. According to test result, improving the system performance and applying to practical projects. 5. The exploitation and debugging of hydrological forecasting software.Several forecasting projects are analyzed and compared so as to forecasting results extraordinarily approaching the practical flood of entering reservoir and has smaller deviation. When the system is applied to semiarid & semi-humid region, expected acquiring relatively acceptable result. Of course, relatively rational flood forecasting should be combined with the water regime automatic survey system, its economic performance and social performance is externalized truly.
