With enhancement of economic strength and rapid development of civil economy, road traffic has advanced drastically. A late-model road traffic situation, which is tridimensional and interlacedis, is coming into being. At the same time, road traffic noise pollution is getting more and more serious, particularly in some of big and medium cities. At present, traffic noise of many roads has gone beyond the national standard, which is disturbing the daily life of the urban dwellers badly. So prediction and assessment on urban road traffic noise has become a vital component of road environment evaluation.Substantive researches on the prediction and assessment of road traffic noise have been achieved abroad, particularly in the aspect of the prediction of road traffic noise. Since the 70s of the 20th century, the prediction models of road traffic noise have been developed and established one after another in many countries, which are based on local real conditions. Furthermore, prediction softwares of road traffic noise have been developed according to these prediction models, and these applications have been applied in road environment evaluation abroad. Civil scholars are actively engaged in the studies on the prediction of urban traffic noise as well, and some fruits have been achieved. Regrettedly, a mature application in the prediction and simulation of road traffic noise hasn't been developed in our country.The impaction of road traffic noise on urban residence is related not only to the noise's physical quality, such as the noise level, frequency, etc, but also to people's age, constitution, character, hobby, education level, location, society economic status and so on. In evaluation of the impaction of road traffic noise on urban residence, the past methods mainly considered the objective degree, namely, LAeq or Ldn served as evaluation index. These methods didn't refer to the real impaction of road traffic noise on urban residence thoroughly.In this paper, employing basic theories of noise and noise control, combiningwith software development technology and fuzzy theory, the following researches in the prediction and assessment of road traffic noise have been completed:1. Based on the researches in the prediction model of urban road traffic noise, applying Object-oriented programming technology to simulate urban road traffic noise by computer, a software of predictiing road traffic noise, which adapts to civil urban road traffic noise, has been developed.2. Considering the real influence of road traffic noise on the dwellers, a new assessment method of influence of urban road traffic noise on the dwellers has been presented by fuzzy mathematics theory.Besides, this paper has analyzed the characteristic of urban road traffic noise systemicly, studied primary noise resource and spreading character of urban road traffic noise, and from two respects of technology and management, provided control measures of urban road traffic noise.
