Together with the recently rapid development of our ecomomics, especially accelerated by the import and export commercial businesses of oil after the entrance into WTO, the requirement of the oil import increased enormously accordingly. That means we must speed up the constructions on the large scale docks as to adapt to ships large-sized trends and build up the basical oil transportation system which coinside with Chinese economic developments. The emphasis we should put on enlarging the berth ability to fit for loading and unloading the big tonnage oil tunker.The dissertation makes a sufficient research on this problem. The author provides an introduction to the current international and domestic oil transportation markets firstly. The second part of this paper forecasts the import amounts of the oil by qualitative and quantitative methods respectively and then, follows the analysis on the actuality of the domestic oil ports and terminals. And after that, the dissertation introduces two mathematical methods-Analytical Hierarchy Process and Fuzzy Set Thoery. These methods resolve the problem that how to order the candidate ports by the integrated estimations. We get the data by distributing the questionnaires to experts and sum their ideas up. In the last part, the writer draws conclusions of the whole dissertation and gives out the directions of the future research.
