The Environmental Risk of Water Conservancy and Hydropower Project is analyzed in this paper using fuzzy theory. Basing on this foundation, A mathematical model for exploitation scale decision of optimization which consider Environmental Risk is established. Taking the Baise Project for an example, The Assessment of Environmental Risk , building and solution of this model are explained.First, all the risk factors are fuzzily synthesized by the theory of fuzzy synthetic evaluation, Then, these fuzzy synthetic evaluation vectors are turned into fuzzy scores which can represent risk degree. Through the fuzzily synthetic step by step, the total risk degree of the Environmental system and the risk degrees of risk factors are calculated. According to this way, those risk degrees of many exploitation scales (represented by level) are calculated.Basing on these total risk degrees of the Environmental system, A benefit-cost-risk model for exploitation scale decision of optimization is built considering the benefit and cost of Water Conservancy and Hydropower Project. Taking the Baise Project for an example, the building and solution of this model is applied. Through sensitive analyzing of the result, the possibility of this model is proved.
