Energy conservation and environmental protection is the object matter of continuable development. Then the energy expenditure in Chinese heating supply system is tremendous, and the energy availability is low. It will be very significant to carry out heating reformation and increase energy usage. Now the urgent affairs are studying the new heating measurement and control technique that suits the situation of our country. In this dissertation, the main purpose is to study the dynamic character of the new introduced heating measurement and control system during it is running. The conclusions will offer the valuable reference for the practice application of this new system, and expect for making the energy saving come true.In this paper, the experiment system is set up according to the request of the new system. The running parameters are acquired by data acquisition system in real time. Data processing program is wrote, and with the program, some conclusions are acquired, such as the rules about the motion frequency and on-off time of the controlling valve in every period of time in a day, the controlling quality of room temperature, etc. Then some problems are found during the running.The characteristic of heat and mass transfer of fluid in radiator after step change of flux is analyzed. The "level-move" presumption of temperature distribution curve in radiator during the transition course is put forward. On the basis of the presumption, the function relationship of heat quantity of radiator and time during transition course is deduced, and the validity of the function relationship is proved through experimentation. Then the error of heat measurement during the transition course is obtained, and the improving method is put forward.The way of determining the flux coefficient of controlling valve in using energy balance equation is brought forward after simplified the mathematic model of system. The influence factor of flux coefficient is analyzed. And then the control method of controlling valve on close state is discussed. Finally, the optimum value of the opening coefficient of the controlling valve is determined.
