According to traffic characteristics, geographic characteristics of our country's expressway and traffic specialities about people, car, road and environment in traffic dynamic system, this paper gives statistics of collected record history data in fog, and analyses fog's influence to traffic condition. At the same time, it studies fog's observation contents and methods on expressway, and analyzes fog's characteristics. And expressway supervising system for fog area is established by the method of theory analysis and practice examination and by absorbing advanced domestic and international research. Moreover, aiming at different road condition, this paper establishes reasonable expressway speed limit in fog area and traffic safety management strategy. Finally, expressway safety safeguard techniques are studied in fog area, and form instructional production which provide basis for expressway's development and management. On the one hand, the production makes expressway don't need to close transportation or reduce greatly the time of closing transportation, which have the very important meaning to the development of the national economy; on the other hand, it also has the very important realistic meaning on guaranteeing unimpeded and safe trunk line transport of expressway in order to promote traffic safe level in low visibility on our country's expressway.
