In this Paper, for the sake of automatic compensation of capacitor current and arc suppression in low-voltage power network, the characters of neutral point directness earthed electric network has been analyzed ,which with a zero-sequence reactor in series its line, when a single-Phase-to-ground fault happened. The sequence network of single-Phase-to-ground fault system and the important theory of single-Phase-to-grounding current's sequence component were presented. These provided useful theoretic foundations for the measurement of insulation parameters, the self-regulation of compensate coil, the selecting of exact line with fault, the arc suppression of single-Phase-to-ground fault system.Based on these analyzed results, the author puts forward a new additional resistant survey method for insulation parameters, deducts and demonstrates the calculating formula of insulation resistant and distributing capacitance. These formulas are simple, don't contain additional resistant; thus, insulation parameter measurement precision is independent of additional resistant' error. This new method can apply to all little current earthed system. The author simulated analyzed results and survey method of insulation parameters, using MATLAB initiatively. The simulation indicates that modeling and results are correct, that the additional resistant survey method of insulation parameters can distinguish and measure insulation resistance and distribution capacitance precisely. Measurement precision is high. This presented method thoroughly gets over a gap that foregone indirect methods can only measure insulation impedance to substitute distributing capacitance.Finally, according to additional resistant method , insulation parameters survey unit that can measure insulation resistance and distributing capacitance at one time was made out. The unit makes use of data gathering system, which sampling zero sequence active current directly at zero sequence voltage to zero value point, which sampling zero sequence reactive current at zero sequence voltage to peak value point.
