The electric power system is rapidly developed toward high parameters, large capacity and high voltage since it is coming into 21 centuries, forming a loop power network of 500kV and 220kV as a main power frame in Shandong Province.With the expansion of the power system in the province, it is necessay for us to approach and solve a lot of detail problems during the construction of district dispatching automatization and operation management of the power network. This article is further discussing the design of EMS system, the district power dispatching automatization system, based on the current status on the above subject and combined with the construction experience in Zaozhuang area.This article has summarized the operation and management status of a district power dispatching automatization system and discussed the objectives and significance of EMS system operated in district power network dispatching automatization. It presents the system functions and requirements to be considered in SCADA, PAS and other aspects based on the different demands and characteristics. Also it states the functions of the system should have and the issues to be focused on during the construction process. It points out especially that to improve the availabilities of the system, developing the special functions on the actual demands of a final customer is a must.
