Urban public greenbelts play not only the important roles on the ecological environment and urban landscapes, but also on the outstanding developmental values of recreational functions for their features with large size, highly quality, and novel design ideas. So it is vital for a big city to build public greenbelts. At present, effects of ecology and landscape look overly emphasized while other functions of public greenbelts such like recreational and integratal ones are overlooked in Shanghai. By analyzing the characteristics and existing constructions of public greenbelts in Shanghai, the paper presents that the construction of public greenbelts should be integrated with the leisure and recreation of the citizens. Some of the appropriate solutions to public greenbelts are put forward to offer theoretic value and practical significance to the construction and development of public greenbelts. There are six chapters in the paper. They are: Part 1: It is the preface.
