Presently China launches constructions on both building and maintaining other than only large-scale constructing. There are many important structures which can not be simply removed due to their locations, cultural history and some other causes, so the demands of restoring and reconstructing blow up recently. The structural mechanics of them result in the difficulties in the analysis and design of the restoring procedure. Meanwhile, the reconstruction is much more difficult than building due to the complicated conditions. The paper focuses on the project of the "restoring and reconstruction of office building of CAAC (Civil Aviation Administration of China)" to investigate the problems of restoring and reconstruction in high-rise structure deeply. The reliability of the original structure was examined and comments on the design of restoring design were presented based on the reliability analysis report. The design of restoration is carried out based on the mechanical characteristic and the adequate method. The non-linear finite element method of reinforced concrete is employed to analyze the typical frame beam, which is refined by around new concrete, and the whole procedure of refining was investigated in details. The techniques of construction of restoring was also conducted and concluded.
