Evaluation-and-Analysis Study On The Effectiveness Of Regulatory Detailed Planning

The effectiveness of urban planning reflects its running state, its scientificalness and adaptability, and the quality of its operation. Evaluation-and-analysis study on the effectiveness of urban planning is conductive to finding the existing plans' shortcomings, amending plans and their operational system, and making urban planning into positive circulation, so it is indispensable for planning process. But because of many-sides reasons and its inherent difficulties, the study on the effectiveness of urban planning isn't unfolded completely, which is a real pity. In order to promote the work, the dissertation tries to make a evaluation-and-analysis study on the effectiveness of regulatory detailed planning, which is a type of urban planning directly for operation.The dissertation consists of four parts. Part one establishes the concrete targets of evaluation through reviewing the developing process, status, functions in theory, and contents of the regulatory detailed planning. Part two studies carefully the effects of seven regulatory detailed plans of Changsha through the control results of land division and use, floor area ration, building coverage and height, greening coverage, and facilities allocation, and that of six statutory plans of Shenzhen through the control results of land division and use, floor area ration, and greening coverage. Then it forms a general evaluation-and-analysis of regulatory detailed planning by comparing the implementation and functions of different regulatory detailed planning. Part three analyzes the effectiveness' influential factors of urban planning philosophy and the regulatory detailed planning itself. Based on above, part four gives some preliminary suggestions to better the making of regulatory detailed planning with the thorough comprehension of its effectiveness, enabling it more scientific, more adaptable, and more acceptable, then more effective.
