| In Shandong, there are three basins separately named Huanghe, Huaihe and Haihe. Their management systems have big problems of organizational overlapping, functional overlapping and power unclearness, in such aspects as water resources planning, allocation and water draft certification. Therefore come into being the result of wasting resource, management inefficiency, and repetition of investment, duplicated construction and unclearness of responsibility, right and power. This paper takes Huaihe basin administration as a case, discussing how to build the rational management system to achieve the united attempters and the most optimum distribution of water resources, in order to realize the sustainable use of resource and more benefit. Started with the relations between the Huaihe Basin administration and the local government, this paper looks for the break point of combining the basin administration and the water resources management, according to the actual law and code, following the realistic and historical principle. For this paper, the author made efforts of research and interview. On the basis of introducing the history and actuality of Huaihe basin administration, the author analyses the problems such as legislation and management system, then offers the detailed measures in drafting water resources plan, improving the legal system, deepening the reform of water authority system, apportioning the functions and controlling the water pollution and flood. This paper also proposes to organize the water resources administration commission, which is constituted by the nation, basin administration, local government and the water user, aimed to forming the water resources administration system of rational utilization and sustainable development. Also with the proof that diverting water from Yangtse River to Nansi Lake for keeping its zoological balance, the paper shows the importance and feasibility of combining the administration of catchments and local government.
