The alternative optimizing of new water resources is the key to develop the water supply project and alleviate the water resources shortage in urban area. Also it is the weak part to be ignored easily. But up to now, there are no methods which are available to be used for choosing water resources, which is for supplying water for medium-sized and small cities. So in practical work we have to take the traditional demonstrative methods which will result in the misplay in distributing water resources and the losses in economic, social and environmental benefit. With respect to the situation that it is difficult and not quite well consiedred to choose the water resources, therefore the urban area of Taian city in Shandong Province was taken as an example in this paper, the inter-related indies including water supply capability, technical economy, water quality, condition of engineering and ecological environment system of several standby alternatives were analyzed with mathematical models of optimizing regulation, dynamic analysis and overall evaluation to the.Additionally, each alternative for water supply was thinthetically analyzed with the combination of the calculated result and conceptual analyzing result, and then the optimal alternative was selected accordingly. Based on the above analyses, an quantatively method for multi-alternatives optimizing with multi-factors was determined, this method is suitable to quantify the multi-factors' and multi-alternaves' evaluation system for supplying water to the medium-sized and small cities. This method is not only served as a tool for water supplying resources optimizing of Taian city, but also used for other cities with the same conditions as Taian city.
