With the development of urbanization, the proportion of flood calamity of city is heavier and heavier in losing over the years in countries and regions. In order to solve the urban flood problem fundamentally, there is a large amount of work to be done. Among them the most key problem is to further investigate the hydrology changing regulation in the urban areas and impact on hydrology characteristic for city's development. It could be rational and effectively to make policy and manage, to plan and design drainage system in this way.According to the present research states and needs, a rainfall runoff model suitable for city flood simulation is established for Shanghai based on the characteristics of producing runoff and drainage, and a visual interface using GIS which can be easily operated is developed. In both real time and planning situations, this model can be used to dynamically simulate the whole flooding process of all city blocks. It satisfies the needs of flood forecast, flow condition analysis, engineering planning and management, and making policy and management of the city.According to the actual investigation result of the course of extra torrential rain that had happened in history, the result of model simulation is good.
