.Providing hydrological design value Xp satisfying design standards for the construction and planning of water-power engineering is a major assignment of hydrological flood frequency analysis .The precision of estimated Xp associates directly with the investment and safety of the water-power engineering .Therefore ,hydrologic scholars all through the world have made a great lot of analysis and researches and attained much achievement. However, due to the complexity of the problems, the problems about flood frequency analysis in data-lacked or non-data area haven't been solved satisfied in particular.Regional flood frequency analysis is the effective method for flood frequency analysis in data-lacked or non-data area. It's good at using the message of adjacent station and solves the problem of less information by using multi-station information for flood frequency analysis. In the paper, we do regional flood frequency analysis used regional regression analysis and L-moment individually with the data of basin upward Xi-xian station in Huaihe river. In this paper, the definition of L-moment is interpreted detailedly and the regional frequency analysis in the data-lacked or non-data area by using L-moment is introduced. After studying the L-moment method to estimate the expectation frequency and the relation among the expectation frequency, calculation frequency and sample magnitude, the author concludes that the variation of expectation frequency and calculation frequency is small when the sample magnitude is set to 90. And this conclusion is an important reference to the regional flood frequency analysis.In this paper, by using the regression analysis to calculate regional hydrological frequency, the advantage and shortage of different regression methods is discussed, and the application of regional frequency curve in the data-lacked area is specialized. The latest progress in study of the regional flood frequency analysis denoted that the precision of this method is rather good. Hence, regional regression method is a way to estimating the design flood of data-lacked or non-data area in our country.
