Water Resource Protection Plan Of Henan Province

With the development of the economic society, the contradiction on water resources scarcity and water environment pollution is becoming prominent at present. Henan Province is one of the most important bases of industry and agriculture production in China.lt belongs to the four main river basins as Hai-he River Yellow River Huai-he River and Yangtze River in river system. As the historical reason, the water resource of this province is very limited with over-exploited of the groundwater, and Henan has become one of provinces which have the problem of the severe water scarcity in China. The article takes the year 2000 as the benchmark year, and puts forward the plan target on water resource of Henan Province at different stages under the condition of analyzing the surface water, groundwater and water quality situation of Henan. In addition, the groundwater protection plan and drinking water resource protection plan have been d iscussed especially. But the i nformation on ground water and drinking water is relatively limited, the deepness of them is restricted.There are nine Chapters to carry out discussion on the water resource protection plan of Henan Province. Firstly, It gives the contrast analyzing on the national and international situation of water resource protection, and defines t he basis and standard, p lanning scope, planning principle, balance year, target and content of water resource protection plan of Henan; Secondly, The article carries out demand analyzing on water resource and water function as well as giving reasonable evaluation on the quality of the water resources; On the basis of above, it puts forward mainly the general scenario on functional districts of surface water at Henan Province and carries out analyzing on the pollutants assimilation and calibration on the parameter by using the water quality and quantity model; In Charter 5, It puts forward the plan on the total pollutant control; Thirdly, it gives the drink water resource protection plan to Ya-he-kou Reservior, and carries out the control plans to pollutants and measures on the protection of water resources; and carries out planning for the ground water protection of Xu-chang City, and gives the control and management plan for over-exploitation of the ground water; Fourthly, it puts forward the refmation and designation for the station nets of water environment monitoring of Henan; Lastly, the article gives the seven structural and non-structural measures on the protection of water resources of Henan Province.
