Study On Safety Management System Of Commercial Passenger Traffic

Ensuring the safety of commercial passenger traffic was the key to prevent fateful traffic accident. Safety management system of passenger traffic was a management system to prevent the accident and ensure safety in passenger traffic, proceeding effectively and organizing reasonably with the limited resources of passenger traffic system.Basing on passenger traffic safety investigation, the study of commercial passenger traffic management system emphasized on Interpretive Structural Model, putting forward the safe influence aggregation theory and the level structure theories of passenger traffic safety management system, and discussing in the social countermeasure to passenger traffic safety. Then the supervise system of passenger traffic is designed and the safe management mode and method of the passenger traffic corporation was concluded.According to the multi-level and all-directions investigation of the passenger traffic in Chengdu, and basing on the suggestions of related personnel in passenger traffic, 50 factors in passenger traffic were induced and the Interpretive Structural Model of passenger traffic safety management was established.By the analysis of Interpretive Structural Model, the safe influence aggregation theory came out. Although the factors which influenced in passenger traffic were numerous and the influence degree to safety is different, results came from several factors in general, with the form of safe influence aggregation. Therefore, the factors in passenger traffic could be induced into 5 safe influence aggregations, which named behavior, material, information, rule and benefits. Among them, the behavior aggregation is the most directly and the benefits aggregation is most basically. Five aggregations had dual properties, and they were targets of safety management as wellas the measures of safety management.According to the passenger traffic system operation form in China, three levels of passenger traffic safety management system were discussed with the Interpretive Structural Model and aggregation theory, named Social level, trade level and corporation level.The key to develop the social level was to establish unify and efficiently traffic management system to moderate participant's benefits in traffic, consisting in looking for safety countermeasure in the society, and emphasized on traffic safety education system to construct the safety culture in traffic system gradually.The key to develop the trade level was to establish the rule scientific and carry out the rule fairly, consisting in establishing the supervise system in the total industry. This research studied indexes and standards for safety evaluation, such as bus line, commercial bus, driver, bus firm, bus station and so on, providing the basis for traffic supervisor to carry out the ranking management.The key to develop the corporation level was the manager layer could alleviate risk and share income with the workers, consisting in establishing the safe management system in all corporations. This research led the mature mode of PDCA in the OSHMS into the safe management of bus firm, putting forward to unifying the production management, perfecting safety produce system, ensuring commercial bus technique condition, increasing driver' s character, and putting safe manager assistant into practice.The safe influence aggregation theory in this research enrichedthe elemental content in traffic, and developed the " person - car- road" theories system. The passenger traffic safety managementcould provide some basis for safety management in passenger transportation, so as to match the requirement of passenger traffic supervisor, offering some theoretical and practical reference for the later passenger traffic safety management research, and the highway freight transportation safety management and social traffic safety management could get some idea in this research as well. Thismanagement system was based on current social circumstance and would change with the variety of the social, just a starting point of a huge management system.
