National economy is developing very quickly. It brings advantage to public, but also makes high demands on national basic establishment. That how to provide more high quality electric power energy to consumers safely, continuingly and economically is the most important daily work of the leaders and dispatchers of our electric power utilities. Dispatchers should arrange reasonable operation modes based on the normal load flow condition. They should be qualified in analysing faults and getting ride of the faults in emergency. The dispatchers can't guarantee these just rely on the traditional substation operator's reports. As a result, technological means such as scheduling automation and substation integrated automation appear. The speed and accurate transmission of information in power systems play a more and more important role in electric power production, especially in power system operation and overhaul. Therefore, the romote-terminal-unit information channels became a key. How to select communication channels from a substation to a dispatch centre has been a hot topic in recent study of power system communication.This thesis focus on the study, design and summarization of communication systems between substations and dispatch centres in electric power construction. The communication systems wildly used nationally and internationally, such as audio frequency wire communication, carrier-current communication, micro-wave communication, optic-fiber communication, expanding frequency communication and satellite relay communication, are investigated in detail. The different communication systems used in Changsha County electric power systems are analysed in detail. As a result, the best communication system for substation to dispatch centre in electric power systems is suggested. At last, a communication system for a 110KV substation run by Changsha County Electric Power Bureau is designed and analysed in the dissertation. The system has been finished construction and put into service normally for some time.
