Power system becomes more and more complicated with the continuous development of the power industry. People have paid more and more attention on the automatization degree of distribution and substation, which is one of the most important parts in the power system, to guarantee the safety and reliability of the system. Meanwhile, it is urgent to solve the problem existing in alteration of the original less automized distribution and substation. The input to increase the automization of the distribution and substation and to reconstruct the original system becomes more and more enormous, complicated, difficult and time consuming. Therefore, it is an urgent responsibility to find a solution that is convenient, low cost and highly reliable.The design scheme of net instruments and their applications in distribution and substation are described in the thesis. The design of net instruments adopts modular thought. All the power attributes can be measured, displayed, saved and transferred remotely by a piece of instrument. The joining-using software ran in the computer is written in visual basic language. Not only can the software deal with and analysis all the measured results and states of switches but also can it control the switches. Besides these, the software can carry out the management of the cost rate of power energy and analysis the shape of the wave. Customers can construct all kinds of systems with different scale and communication schemes base on their actual requirements by using net instruments and joining-using software together.There are five chapters in the thesis. The first chapter is introduction part. It gives the significance of the research and its coming background. The basic automatic requirement of distribution and substation is introduced in chapter two. Immediate measurement theory of power attributes as the main theoretic base of the net instruments' development is described in chapter three. Chapter four describes the hardware scheme of net instrument and its classical application in distribution and substation. Chapter five is about design of software in computer. Functions of the joining-using software and its design methods are introduced.
