The paper studies basic theory and classical algorithm of single member and structural system, and analyses the accuracy of classical algorithm. The paper analyses the deficiency of structural reliability theory in application and the difficulty of structural system calculation, and make some new attempt. The paper has reliability solution as a procedure of optimization, and brings forward single member's" Optimization" through operational research and equivalent normalization. The method solve the disadvantage that technician hardly grasp reliability, and provides a new approach. Optimization may be applied to structural system reliability in theory The paper applies reliability method to structure assessment to provide scientific result in identifying dangerous building, and surpass norm method.
