According to up-to-data research of thermoeconomics, we study the feasibility that structural theory is applied to thermal units of power plant. Based on Jbuilder 6.0 platform, we design a computer program in JAVA language and SQL Server 2000 database. Through the computer program, we can online monitor the economy and diagnose malfunction of thermal units. Last we test the calculating parts of TOMDS program in practical data from power plant.
