Fuxin is a city where coal and power are leading industries. During production of coal and the process of electric power generation, a great deal of coal gangue and fly ash are produced. It severely pollute city environment, and become a pollution nuisance. On the basis of research of various physical characteristics of coal gangue, fly ash, Aeolian sand, through contrast experiment, we chose this new reinforce material. Application of this new style, and using of orthogonal test, we make a lot of researches over coal gangue cement stabilized soil, coal gangue fly ash cement stabilized soil, synthesis stabilized soil, and then get optimization recipe which can be applied in road engineer. By using NN analogue nature of roadbed mixture, we build a self-adapting mode considering various factors which analogue nature of roadbed under different conditions. These research and test achievements have important actual meaning for reasonable using of coal gangue and fly ash and relieve environment pollution.
