The paper studies the leisure city from the angle of leisure, which is the trend of times development. Through the study on city to seek the problem of construction approaches. Based on the previous studies and references of instances, the author put forward the concept and characteristics of leisure city, then explores its judgment indexes system. After the analysis of the qualification among some domestic cities to construct leisure city, the paper reaches some conclusions through the example study of positioning Hangzhou city as leisure center. The paper is divided into 5 parts.1. The preface consists of research background, contemporary progress of the subject domestic and abroad, the research actuality, study purpose and the technical approach. On the base of definitude on the necessaries, the author analyzes the technical route which combines theory and practice together with help from economy, geography, and much emphasis is lay on the importance of practice and the instructing meaning of paper.2. In this chapter, the definition system of leisure city are reached, which is also the foundation of the whole thesis. Firstly the author correctly differentiates and analyze of basic conception, such as city, urban and urban recreation etc. then puts forward the basic conception of the leisure city and summarize its essential features with "three high two strong" , Namely leisure degree of the city is high, the property of participation is strong, leisure resources in the city are in large amounts and fine quality, the industrialization degree of leisure is high, The modernization and internationalization of the city degree are high.3. The judgment indexes system of leisure city is the main work of in the chapter, whose construction put a high premium on the leisure internal characteristics and city. The impersonality evaluation emphasizes the modernization and internationalization of city, yet the subjective evaluation lay much emphasis on the leisure which consists of leisure main body, leisure object, leisure medium and other factors. As a result, the judgment indexes system of leisure city is come into form and subjected to the weight analysis using Improved Analytic Hierarchy Process, which form a good foundation to analyze the construct approaches.4. The qualification analysis of some domestic cities to construct leisure city is the main content in the chapter. Leisure is the trend of times development and the construction of "leisure center" conforms to the needs of social development. Some qualified cities have made endeavors to construct it. The author selects 20 cities according to the above judgment indexes system, using maximizing difference deciding principle to give an evaluation of the city qualification. In the end, the paper concludes: Compared with other cities, hangzhou city has unique advantages as follows, luxuriant natural resources, strong quiet and easy city atmosphere and qualities since Song Dynasty, all of which contribute to essential historical and cultural inside information and outside entities. The thesis also analyze the weakness, opportunities and challenges beside its strengths.5. This is the positive part, in which some construct approaches are discussed, which takes Hangzhou as an example. Based on the analysis of the weights of judgment indexessystem, the author points out that on the way of construction to leisure city, hangzhou city should place a high premium on three aspects: build up leisure industry to share the benefits of leisure economy, optimize human settlement to form a new "business card" of "leisure habitation" , construct leisure space with popularization of leisure culture and introduction of leisure activities.First of all, build up leisure industry to share the benefits of leisure economy.
