Waterborne transportation has gained substantial development since China introduced opening-up policy. But, with transportation capacity and scale improving dramatically, also on the rise is the number of marine accidents. The severe situation of the safety of waterborne transportation poses a new challenge for the nation's maritime safety management.Over the past years , the government and the related research departments have carried out a lot of practical work in the field of safety management of waterborne transportation. This paper intends to, from a theoretical point of view and based on the summarization of the past lessons and the achievements obtained, probe into the improvement of the safety management of waterborne transportation, the strengthening of the regime of rules and regulations and the perfection of the system of search and rescue.The said research paper makes an analysis and summarization of the historical background and the status quo of the maritime safety management system by starting from the research into the development history of China's maritime safety management system. It introduces the set-up, operation and the management mode of the existing .management regime. It also tries to find out the reasons and sum up the lessons through the analysis of the present situation of China's administrative maritime safety management system and the regime of maritime rules and regulations, integrating the analysis of several high-profile maritime accidents. The paper, from both the government and enterprise' perspectives, makes a research into how the maritime safety management and the system of search and rescue can be improved and also makes an analysis of the role and significance of safety management by integrating qualitative and quantitative analysis with more emphasis placed on the former. The paperforwards such propositions as further straighten out the nation's maritime management regime, reform timely the system of search and rescue and establish the system of maritime rules and regulations.
