Computer applications have become inseparable from many aspects of our everyday work. Either computer itself or benefits it brings have become a symbol for hi-tech, high efficiency and high level of sophistication. In order to achieve higher profitability and competitive advantage, today' s corporate management has already started or plan to put large investment into establishing infrastructure of management information system (MIS). Information is a very valuable resource for businesses that must be fully utilized instead of letting it gone wasted. In the business world, competitions are so fierce that management has to be able to efficiently utilize information in order to survive. This thesis is resulted from on a real case of an MIS development project took place in the Leshan Electricity Bureau. The thesis starts with an overview of current MIS development, followed by necessity and feasibility study for establishing the MIS infrastructure in LEB. The second part of the thesis is focusing on introducing an overall schematic design and strategic plans of the system. Through an analysis of a production technology sub-system that is currently in operation, construction process of the entire system is also detailed, from need analysis to code design, in this section. Based on goal-orientated decision-making theories, in the modeling section, this thesis has recommended a model for electricity distribution optimization. In the end, this thesis has provided a description of hardware structure of the network and discussed some issues, in the outlook of future development, that should be brought into attention.
