This project is a cooperative one which was researched and developed by Harbin Swan Taxi Lt. Co., Harbin East-Asia Intelligence Integration Lt. Co. and Electrical Engineering Department of Engineering Collage of Northeast Agricultural University. Its aim is to locate and monitor moving vehicles and to create a dispatching and warning management system. Some kinds of advanced technique, including GPS, GIS, computer communication and computer network are adopted in this project. With system research and analysis based, the object, principle and tasks of Taxi GPS Network Management System are proposed. The general design of whole system including networks solution, network operating system platform, database platform and GIS dispatching platform is given by using structured design. The system consists of two parts: moving station and monitor center. Moving station consists of GPS receiver, Single processor, taximeters, IC card manager, Liquid crystal display, warning switch and serial port for receiving and transmitting. Firstly, it receives and processes the data from GPS , taximeters , and IC card . Secondly, it displays them on LCD. Finally, it transmits these data to monitor center with serial port. More over, it can receive control instructions from monitor center. Monitor center runs in Local area network architecture. It consists of Server, data sampling terminal, GIS dispatching terminal, switch, tower antenna, MODEM, and RADIO station. For saving frequency resources, time-sharing was adopted; for saving investment, concentrate differential. Monitor center receives the data from moving stations, analyses them, locates the vehicle, and displays it on screen. It can follow the warning vehicle and transmit control instructions. It also can create dada tables, manage and maintain database. This system samples and monitors the situation and route of vehicle by real time. It promotes vehicles?security performance, quality of service, and passenger safety. ft also raises the efficiency of vehicle and road. This project could change the old way of vehicle management to a new and modem one. The research will help vehicle management to be standard, scientific, and modem.
