Since the reform and opening up, China’s economic level and transport have made considerable progress, such as the sustained growth GDP in 30 years, the road network continues to grow, the vehicle fleet, especially private cars’ ownership continues to grow by a large percentage every year. By the end of 2013, China’s civilian cars’ ownership has reached 137,410,000, of which private cars’ ownership was 108,920,000.With the continued growth in vehicle ownership, China’s road network also continues to grow, and the resulting traffic problems such as traffic pollution have become a more serious problem in environmental pollution. The study about how to control traffic pollution problems with environmental policy is the direction of current and future to urban development.This paper, based on the theories of human geography, urban geography, economic geography, environmental economics and other related theories about urban traffic pollution and environmental protection, using geographic information mapping and economics decency software ARCGIS software and Excel software for statistical Evise analysis, based on vehicle ownership and Kunming GDP elasticity of applications and calculating a correlation coefficient analysis shows that: Firstly, although traffic pollution lies middle level in the nation Kunming, absolute emissions of pollutants has exceeded the national standard. Secondly, the main factors for economic Kunming traffic pollution levels are staff stayed away from the low level of public transport development, low public awareness of environmental protection and urban irrational. Thirdly, from an environmental policy point of view, Kun Ming is fit for the use of economic incentives for Kunming Government policy means combining with command and control systems to control the phenomenon of urban traffic pollution.
