Evaluation Of Water Resources Carrying Capacity In Tailai County, Heilongjiang Province

Water resource, as a basis for one of the most important natural resources, deeply affects the natural environment and human survival. Water resources have become a bottleneck of the sustainable development of the whole economy, and Tai-lai County affected and restricted area. How to correctly evaluate and judge the development ability of Tai-lai county regional water resources bearing, so as to make the development strategy of coordination and water resources, has the vital significance to regulate the relationship between water resources and national economic development of Tai-lai County.The main content of this paper is as follows.The first part, based on the data of social and economic development and water resources investigation in Tai-lai County, adapted the quantitative method coupled with qualitative one to analyze the characteristics of social, economic development, water resources, the exploiting and using conditions, finally, the main problems existing in the exploiting and using in Tai-lai County and presented. The second part, based on analyzing the influential factors of water resources characteristics and water resources bearing capacity, selected 30 main evaluation factors, used AHP, macro-indicators model, single index model andcomprehensive index model to evaluate water resources bearing capacity in 10 towns of Tai-lai County in the actuality years and planning level years. The third part, according to the evaluation result, put forward the relevant countermeasures to enhance the water resources’ bearing capacity in Tai-laiCounty.The result is indicated:water resources load capacity index each year downward trend, but it will not change much, it ranged from 0.70 to 0.83.This means that with population growth and economic development, slightly increase water quantity, but through the application of comprehensive water conservation and drinking water projects and other measures to improve the bearing capacity of water resources, the County’s water resources utilization efficiency is constantly improved.Coordination of different level years index showed an increasing trend, which means that coordination is getting better.As time changes, sustainable development as a guiding ideology, the County’s industrial layout, structure and allocation of water resources will continue to rationalize.
