As an important pillar industry of China, construction industry has been paid much attention. However, the construction projects involve a lot of open-air operating, as well as the working environment is poor, and the workers’ overall quality is relatively low. These lead to a bad safety situation of construction on site.Safety investment plays an important role in improving the project safety situation and improving the project safety level. Nowadays, more and more attention is paid on the safety investment in construction industry in China. Relevant laws and regulations specify that all construction projects must extract a certain amount of money according to the project cost in order to guarantee safety on site. However, it is still a controversial both in theory and engineering practice that whether the increase of safety investment would inevitably lead to the improvement of safety performance. And this leads to a situation that contractors are not willing to invest in safety as well as the effects of safety investment is not obvious. Based on these, the effect of safety investment on safety performance is studied under the influence of project hazard level.The evaluation index system of project hazard level, safety investment and safety performance are established. Data was collected by means of questionnaires with 82 projects of 11 contractors. Bivariate correlation and moderated regression techniques were used to analyze the data collected, and the effect mode of project hazard level and safety investment on safety performance was build. The result shows that the effect of safety investment on safety performance does not hold constant under different project conditions. Safety equipment cost and civilized construction cost have obvious effect on safety performance while safety training cost and personal protect cost have no obvious effects on safety performance when project’s hazard level is high. On the contrary, safety equipment cost and civilized construction cost have no obvious effect on safety performance while safety training cost and personal protect cost have obvious effects on safety performance when project’s hazard level is low. Based on the construction project hazard level, a basis for the allocation of safety investment is provided under different risk levels, which is conducive for the project to rationally allocate safety investment and promote the project’s safety performance.
