With the rapid increase of the develop of distribution scale and the quality of power distribution equipment, the pattern of periodic maintenance don’t adapt to the request of management for power distribution and its equipment. In order to manage the standard of the condition maintenance for distribution network, ensure the safe and reliable running of distribution, meet the need of the current Grid Managers, educe the maintenance cost, improve enterprise’s efficiency, State Grid decided to carry out the work of the condition maintenance for distribution. The system named distribution state monitoring system will be introduced, its main functions include monitoring the line or off-line state for distribution network, providing the monitoring data for the assistant decision system of condition maintenance for distribution. The system will enhance the automatic of condition maintenance for distribution.The paper use the computer software engineering to design and achieve distribution state monitoring system, the system includes three subsystems:distribution state monitoring AG(Access Gateway)system, distribution state monitoring software system and off-line testing assistant software system. After demand analysis and design, the master station of the system and the state AG, the assistant software of the routine test can receive the state variables date. and then process those state variables date. The state monitoring AG subsystem includes the communications services of front-end network, communication protocol parsing and the database storage. The software of distribution state monitoring effectively shows the state variables date, the warning information, the date report and the system manage module. The software apply the technique of UML and OOP(Object Oriented Programming), this layered architecture combine the B/S model with C/S model, using windows programming technique and Java Web development technique. Finally, this paper completed the documentation writing, includes the requirements analysis documentation, the outline design documentation, the detailed design documentation, the all test plans documentation. The process of writing documentation enhance the practicability of the system. This paper expounded the overall implementation process in all respects.
