Hydraulic turbine regulating system is a complex larger system which is important for operating quality and security of electrical power plant. The main function of Hydraulic turbine regulating system is regulating active power of hydro-generator and maintaining the frequency of turbine within the prescribed limit(±0.2HZ).At the same time, with the cooperation of the computer monitoring system ,speed governor can finish start-up process, shut-down process, emergency stop, increasing or decreasing load. So Hydraulic turbine regulating system, as a very important control equipment in the power system, has a direct influence to the economic and dependable run of the hydraulic turbine and the stability of the power system. Therefore it is very necessary to test Hydraulic turbine regulating system's performance roundly and choose appropriate control parameters.This paper focuses on current status of the Hydraulic turbine regulating system testing device, proposing a new Hydraulic turbine regulating system testing device development scheme which is based on DSP and USB2.0 technology. In order to debug and test the performance of the turbine regulating system at factory, a device based on DSP technology is developed. TMS320F2812 is used as a Microcontroller in the device. Through the USB2.0 communication interface, the device connects with PC software system developed base on .Net Platform. Follow the National Standards and engineering demand, two major function module of the system have been implemented - simulation testing module and non-simulation testing module.Simulation testing module can simulate real hydraulic turbine, which means the performances of the governor can test without real turbine. This testing module is always used in the factory; while non-simulation testing module can test performances of the governor in the hydropower station.GOHT07 Hydraulic turbine regulating system simulation and testing device take advantage of the Signal processing capabilities of DSP, High-speed data transmission capability of the USB2.0, Friendly man-machine interface of the .NET software. It can carry out many of the Pilot projects which are defined in the National Standards 2007. So it is widely applied to hydraulic turbine regulating system testing, and wins the favor of the users because of its good performance, high reliability, complete function and strong flexibility.
