| Transmission networks planning is very important in the production and management of the Grid company. As the reform of the power market, conventional planning of transmission networks has become increasingly difficult to solve the contradiction between security & reliability and economic under market environment.This paper starts with the uncertainties of the transmission network planning under market environment to analysis the new requirements and characteristic of transmission network planning under market environment. In order to solve the contradiction between security & reliability and economic, the paper puts forward a new transmission network planning model considering risk cost which is improved the model of conventional transmission network planning by using modern enterprise risk management approach. The transmission network planning model considering risk cost translate the traditional "N-1" check into a soft restriction which considers failure frequency of transmission network and mean time to repair etc. to maximize the economy of the Planning result. And also puts forward a transmission network planning model considering interruptible load.To discuss the effectivity of the model, three simulation examples of Garver-6 system which is using genetic algorithm have been analyzed. The results show that the new transmission network planning model considering risk cost is better than conventional model in economic under the compensate according to the related law and the model of considering interruptible load is also effectivity. As the economy of the result depends on the rate of compensation, when the rate of compensation is very high, the result is the same as conventional model.The transmission network planning model considering risk cost can accommodate the requesting of maximize the economy gird company under market environment, and it is also considering the security and reliability. So it considers to be effective. |
