| In recent years, with the urbanization process and economic developing, the urban sewage effluent increased drastically. However, because of lack of suitable construction, operation management and relative lag of drainage infrastructure, the urban sewage effluent had been one of the important problems of water environment in Three Gorges reservoir Region. As a result, carrying out establishment and studying on the operational mode of drainage infrastructure in small town was significant to promoting and regulating it, providing security for environment in Three Gorges reservoir Region.Firstly, though summarizing and studying the literature, the properties of drainage infrastructure was analysed, which was indicated that the drainage facilities had the following features, such as the capital of which is intensity and the returns of which is stable. By investigating and collecting datas on the spot, this paper analysed the status quo of establishment and operational mode of drainage facilities in Three Gorges Reservoir Region, and indicated the main problems faced at the moment as follows: the demand for drainage infrastructure was great; the existing construction level was low; the funds for construction was insufficient and the policy-orieated investment occupied a larger proportion; the technological level of the enterprise participating the construction process was lower; the actual operation of drainage infrastructure was inefficient; the operational costs was higher; the fees for sewage treatment was inadequate; the marketization level was low; etc..In light of the problems of construction funds, combined with the existing market in Chongqing financing platform, the theory of public goods and sales of drainage infrastructure as a guide,then experience in cities at home and abroad in order to clear government mandate, open up ways to build diversified financing channels for the Three Gorges Reservoir Region of small towns for the construction of new drainage facilities, investment and financing mode. It is a practical scheme to solve problems of financing and investment in small-towns of the Three Gorges Reservoir Region by setting up construction of drainage infrastructure special fund and guiding social capital investment with BOT, ABS and stock form of financing and other modes.In light of the problems of construction modes, the theory of financial sustainability and Cost-plus-time as guides, joint bidding open for construction of drainage facilities in small-towns of The Three Gorges Reservoir Region similar or neighbor. In the project management, the proportion of investment choices as a basis for the construction organization, in order to optimize the integration of resources, control costs, ensure quality for the purpose of the case put forward all kinds of construction management, government investment projects acting construction agent system and social capital investment projects acting EPC system.In light of the problems of operation, the theory of financial sustainability as guides , make the starting point to balance the public interest, from the operating mode, operator of the subject, the regulatory system and the sewage treatment fee collection mechanism described in detail the small town of Three Gorges Reservoir Region drainage operation management. Those drainage infrastructure have been built should be pushed into market with contract of lease and other models, and using the hand of the market to improve operational efficiency, those drainage infrastructure have not been built and gratuitous technology should be constructed with Build-Operation models , and the construction unit shall operate drainage facilities, those programs with high technical requirement have not been built should be constructed with Build-Investment models and some small-town joint bid to attract large water companies to invest to ensure fund resources and operation effects;And collection of sewage treatment stander charge should be premise with public's willingness to pay and normal operation of drainage facilities ,and gradually increased. |
